Executive Summary

The Vancouver Island North Film Commission (INFilm), a non-profit organization established in 2001, is seeking a visionary Director of Regional Film Services. This pivotal leadership role is dedicated to accelerating the growth of the motion picture industry across our service region.

The Director of Regional Film Services will serve as the primary liaison between industry stakeholders, government bodies, and community partners. Working in close alignment with the BC Film Commission and the network of Regional Film Commissions, the successful candidate will provide a seamless “script-to-screen” experience for production companies, ensuring Vancouver Island North / Mid Island and Central Coast remains a premier destination for global and domestic productions.

Core Responsibilities

Production Services & Logistics

• Maintain the existing “Film-Friendly” initiative by providing high-touch scouting services, script breakdowns, and logistical support.

• In concert with current experienced INfilm staff oversee the Reel-Scout database, ensuring an up-to-date inventory of locations, local crews, and service providers.

• Have a comprehensive working knowledge of the entire service region, its communities, and its regional districts to effectively match the diverse location needs of filmmaking clients.

• Manage physical assets, including location kits and specialized equipment (e.g., EGenerators).

• Conduct due diligence and background checks on production entities to protect local businesses and regional integrity.

Stakeholder Relations & Advocacy

• Collaborate with municipal film liaisons to develop streamlined, standardized permitting protocols.

• Act as a lead mediator to resolve conflicts and facilitate clear communication between productions and local communities.

• Cultivate deep partnerships with provincial agencies, local and regional government and First Nations communities.

Financial Stewardship & Operations

• Secure and manage annual core funding through provincial and local government channels.

• Lead grant-writing initiatives for project-specific funding to support commission expansion.

• Stay current on industry trends and legislative changes affecting the BC film economy.

Strategic Marketing & Business Development

• Promote the mid-Island, north Island, and central coast regions as world-class locations for film, television, and commercial production.

• Represent the region at industry trade shows and missions to attract new production clients.

• Develop and execute marketing strategies to highlight regional expertise, crew capacity, and infrastructure.

Candidate Profile

Required Qualifications:

• Leadership: Proven ability to manage complex projects from conception to completion with minimal supervision.

• Industry Acumen: Comprehensive understanding of the fast-paced requirements of film production; direct experience in locations or production management is highly valued.

• Relationship Management: Exceptional interpersonal skills with an emphasis on solving complex, interconnected problems.

• Non-Profit Familiarity: Experience working within or alongside non-profit organizations and regional government structures.

Education & Technical Skills:

• Education: Degree or Diploma in Economics, Business Administration, Operations Management, or a related field (equivalent professional experience considered).

Technical Proficiency:

• Expert knowledge of Google Workspace, web-based productivity tools, and social media management.

• Photography: Strong location photography skills are essential for scouting reports.

Mandatory Certifications (To be completed within 3 months of hire):

• AFCI Film Commission Fundamentals & Professional Certification.

• Reel Green™ Climate and Sustainable Production Training.

Terms of Employment & Recruitment

• Status: Full-time Management (inclusive of occasional evening and weekend commitments).

• Eligibility: Must be a Canadian citizen or Permanent Resident with a valid BC Driver’s License.

• Residency: Must reside within, or be willing to relocate to, the Island North Film Commission service region prior to commencement of employment. Relocation assistance is not provided.

• Compensation: Starting salary of $90,000 per annum, negotiable based on expertise. Extended medical benefits after completion of trail probationary period.
